2026 Continuum of Care Competition NOFO Update (June 29, 2026)
Update for the Continuum of Care (CoC) NOFO. HUD still does not have projects available so in order to meet the deadline for project deadlines , you will find at the bottom of this page the following:

The Intent to Apply Form needs to be completed by New and Renewal providers and emailed to Danielle Urban @ durban@eriecountypa.gov by Monday, July 6, 2026 @ 4 PM. The attached New Project application addendum, budget sheet, and match sheet need to be filled out and returned to the County by Wednesday, July 15 at 4 pm if you intend to apply for a New Project. Much of this information can be used to fill out your New Project application when they are made available by HUD. Please review the eligible costs, NOFO timeline and original NOFO announcement below and fill out the required forms which you will return with the New Project application addendum, budget sheet, and match sheet to Danielle Urban @ durban@eriecountypa.gov .

2026 Continuum of Care Competition NOFO Announcement

HUD has released the Notice of Funding Opportunity (NOFO) for FY 2026 CoC competition (attachment 1 and 2). This NOFO The first major change is that the Tier 1 is set at 60% of the CoC’s Annual Renewal Demand. The ARD is the amount of funding needed to renew all eligible grants from the previous year which means only 60% of that amount of our CoC’s funds are non-competitive. The remaining 40% is competitive funding (with other CoC’s). This is much higher than previous years when Tier 1 was typically 90% to 93% and Tier 2 made up the remaining 7% to 10%.
HUD Total Funds Available for this NOFO (Nationwide) - $4,040,000,000
Set Aside for New Projects (prioritizing Transitional Housing (TH) to fund and Supportive Services Only (SO)behavioral healthcare, job training, education, and case management) - $1.3 Billion
Set aside for Permanent Housing (PH) for Families with Children which includes Permanent Supportive Housing (PSH) and Rapid-Rehousing (RRH) - $430 Million
Set aside for DV projects which can be PH, TH or SSO project types - $104 Million
CoC Bonus Funds available for New Projects. The CoC Bonus allows CoCs to use up to 15 percent of their Final Pro Rata Need (FPRN) to create one or more new project applications with the following limitations:

The CoC Bonus amount for a for a CoC that is neither a Split CoC or a Merged CoC will be no less than $500,000 and no more than $5,000,000.

What this means – the pot of available bonus funds may differ because 15 percent of their Final Pro Rata Need (FPRN) for large CoC’s that would normally exceed $5,000,000, will be capped at no more than this amount for CoC Bonus funds and 15 percent of their Final Pro Rata Need (FPRN) for smaller CoC’s that would normally be less than $500,000 will receive at least $500,000 in CoC Bonus funds. This may factor into the amount of CoC Bonus available to CoC’s for new projects.

HUD has not come out with the Annual Renewal Demand Report (ARD) that includes the Final Pro-rata need at this time but based on CoC Bonus factors and prior FPRN amounts, the amount of funds New Project applicants may apply for is $700,000.
DV Bonus Funds available for New Projects - $250,000 (factoring in HUD set aside for DV projects)
2026 HUD and CoC PRIORITIES
For this NOFO, HUD is prioritizing Transitional and Supportive Services Only (emphasis on Street Outreach) projects and is not prioritizing Permanent Housing (Permanent Supportive Housing and Rapid-Rehousing projects). In order to keep most of our permanent supportive housing (PSH) and adhere to HUD priorities, our CoC is only accepting renewal projects for PSH. This year HUD is allowing Permanent Housing grants to transition to a Transitional project type so Rapid-Rehousing (RRH) providers may put in a renewal but it must be for a Transitional Housing project type – see sections on transitional grants in the attached NOFO and the PH-to-TH guidance attachment. Our CoC will be prioritizing new projects for Transitional Housing (TH) including Domestic Violence (DV) projects and Supportive Service Only (SSO) that have an emphasis on Street Outreach in alignment with HUD. The CoC will only accept new Rapid-Rehousing projects that serve families with children (including DV projects) and will not accept any new applications for Permanent Supportive Housing. The deadline to submit the CoC Consolidated application, Priority Listing application and project applications is 11:59 PM ET on 8/26/2026.
Renewal Project Applications
Current HUD providers who plan on submitting a renewal project application for the 2026 HUD Continuum of Care (CoC) Competition will receive an email with the attachments of the renewal project application from eSNAPS when made available by HUD as well as a renewal project application addendum for the Ranking and Scoring committee to rank and score the renewal project. While renewal projects can be imported from the 2024 CoC Competition, all HUD providers with renewals should align their project application with HUD priorities in the NOFO and must also submit the additional renewal application addendum attached in the email to the Collaborative Applicant. This will be used to provide information needed to rate and rank your application. Also included in the email will be an attachment for Renewal Project detailed instructions. Renewal project applications are due by Friday, 7/24/2026, at 4 pm. Renewal providers will be provided their 2024 CoC Renewal application for reference but must align the project application with 2026 HUD priorities stated in the NOFO in order to rank higher or in some cases, be accepted for funding.
New Project Applications
Based on HUD priorities in this NOFO, we are only accepting new projects for Transitional project, Supportive Services Only projects, and Rapid-Rehousing grants for women and children. Eligible applicants for new projects include nonprofit organizations (including faith-based organizations), states, local governments, and instrumentalities of state and local government. For-profit entities are ineligible to apply for grants and are prohibited from being subrecipients of CoC Program grant funds. All new projects submitted must request at least $100,000 dollars and no more than $700,000. New and Renewal Project applicants that provide onsite Mental Health and/or Drug and Alcohol services will receive 10 additional bonus points when we rate and rank projects. New and Renewals Project applicants that have an MOU with mental health, physical health and/or drug and alcohol providers will also receive 10 additional bonus points when we rate and rank projects. New Projects are due by Friday, 7/24/2026 by 4 PM. The 2026 New Project application has not yet been made available by HUD but will publicly posted when made available. We strongly suggest that you review the NOFO and complete all other forms and attachments in preparation for your project application. All projects will be scored according to the 2026 Erie County CoC Rating and Ranking Written Standards and Procedures (attachment #). The Rating and Ranking Committee will accept, reduce, or reject projects and rate and rank projects submitted. Accepted projects may be submitted to HUD with full or partial funding depending on the amount of projects submitted and the amount of funds requested.
HUD is requiring notification to project applicants of the CoC Priority Listing of accepted and ranked, rejected and reduced projects 15 days before the CoC Consolidated application submission deadline on 8/26/2026. In order to have time to rate and rank projects, all new and renewal project applications are due no later than 4:00 PM on Friday, 7/24/2026. New and renewal projects must be emailed back to the County (Danielle Urban, durban@eriecountypa.gov) by this deadline or they will not be considered for funding. Rating and Ranking of projects will be publicly posted at least 15 days prior to the overall application submission deadline of 8/26/2026 on both the Erie Home Team (CoC) website and the Erie County government site listed below.

Review 24 CFR 578.73 for detailed HUD Match requirements (see COC Program Interim Rule Link above). Please note that match sources for all grant funds must be matched with either cash or In-Kind and must be no less than 25% of project budget except for leasing. For In-Kind services, make sure to include a Memorandum of Understanding (MOU) if the services are being provided by a third party. *Remember that match contributions must be actual funds spent or goods/services used for program participants in the HUD-funded program. Match is not funds kept in cash reserves. Make certain that your match contribution is for eligible activities as per 24 CFR Part 578.
