2026 Continuum of Care Competition NOFO Informational Session

U.S. Department of Housing and Urban Development (HUD) has released the Notice of Funding Opportunity (NOFO) for FY2026 Continuum of Care (CoC) competition (attachment 1). This is the annual application for homeless assistance funds, administered locally by the Erie County Continuum of Care with its lead agency, Erie County Department of Human Services. Over $4 billion is released nationally. NOTE: Erie County has not yet received guidance from HUD on the amount of funding that will be available locally for FY2026; we will notify this listserv upon that determination.

 

How to Apply & Timeline

Later this week, the Erie County Continuum of Care will share an announcement that gives information on how to apply. In that announcement, the application deadline and process timeline will be released for potential applicants.

Applications will be submitted to the Erie County Continuum of Care who will score and rank the applications based on the criteria provided by HUD. This will allow a Scoring and Ranking Committee of your peers to determine the strongest applications to submit to HUD, based on their likeliness of addressing homelessness locally and of being awarded funding under this NOFO competition.

Our Continuum of Care will hold an informational session on Tuesday, June 23rd to discuss major changes with this year’s funding opportunity and to provide information for interested applicants.

New Applications 

This year HUD has structured the NOFO so applicants can apply for new projects in larger amounts than in previous years and those fund will be more competitive among CoC’s. 

Project Types being prioritized for new applications:

  • Transitional Housing

  • Supportive Services Only - Street Outreach

  • Supportive Services Only - Standalone

  • Domestic Violence Bonus - open for many project types

  • RRH for families with children (there may be limited funds for this)

HUD is prioritizing new projects for Transitional Housing and supportive services only projects with an emphasis on Street Outreach and support services to assist people in exiting homelessness, addressing barriers to stable housing (e.g., substance use disorder, unemployment, childcare, etc.) and increasing self-sufficiency. Mental Health and Drug & Alcohol service providers are encouraged to apply.

The work of the coalition will not be complete until all of those in need have a safe, warm and secure place to call their own each night.

Housing leads to security and stability.  Our goal is to assure every person and family in need will be placed in permanent housing and be able to stand on their own and support themselves.

Taking care of a vulnerable population is key to those experiencing homelessness finding housing.  Physical, behavioral, and mental health must all be addressed.

Our community offers services and resources to help those who are housing insecure, but also for those facing issues that may contribute to homelessness.  Many can be found in the Erie County Resource Guide of Services and Supports.
